NEW DELHI, THE 27th AUGUST, 2010
 
Subject: Exemption for import of goods by the Organising Committee of Commonwealth Games 2010.
 
S.O.(E)            In exercise of the powers conferred by Section 5 read with Section 3(2) of the Foreign Trade (Development & Regulation) Act, 1992 (No.22 of 1992) and also read with Para 1.3 and Para 2.1 of the Foreign Trade Policy, 2009-2014, the Central Government hereby grants the exemption from DGFT import authorization, required in terms of para 2.7 of FTP, for import of following goods, imported into India for the purpose of organising the Common Wealth Games, 2010 by the Organising Committee of Commonwealth Games 2010 (OC CWG) and the importers certified by OC CWG, in terms of Ministry of Finance Notification No. 13/2010-Customs dated 19th February, 2010. 
 
(i)         Air Conditioners containing HCFC.
 
(ii)        Telecom equipments, except ‘Multichannel GSM/CDMA receivers, transmitters and transreceivers capable of receiving or transmitting or both in two or more frequencies simultaneously’ and ‘Thuraiya Satellite’ Phones.
 
(iii)       Second hand goods required for overlays and opening and closing ceremonies of the Games, e.g. items like air conditioners, tents, building material, fencing, tractors for turf laying / other turf laying equipments, DG sets etc.. All such goods imported by OC CWG and certified importers will be re-exported within three months after the Games and an undertaking to this effect will be furnished by OC CWG at the time of customs clearance.
 
2.         The import of all the above category of goods will be subject to the conditions specified under Ministry of Finance Notification No. 13/2010-Customs dated 19th February, 2010. The requirement of any other domestic Laws, Rules, Orders, Regulations, technical specifications, environmental and safety norms will be applicable on these imports.
